Nora, I see this man around my home. He seems to walk by a lot and look around like he is looking for something. Is he interested in me? It seems like he goes by on purpose.
The man you are asking about is very lonely. I sense he is not involved in a relationship but has recently moved to the area and is looking for people to make friends with. He is painfully shy and feels quite out of place in the area.
From what I am picking up he saw your husband outside working on something, repairing a vehicle or something of that nature, and he wanted to introduce himself and offer to help, but he felt too nervous and walked away. I don't sense he is interested in you in the way you are wondering about, but he is going by on purpose. I feel that he is hoping to meet your husband and strike up an acquaintanceship.
I advise reaching out to him next time you see him walk by, saying hello and introducing yourself, to open the lines of communication and give him a chance to make friends. He is a really nice guy and I sense he and your husband would make good friends!
